ברוכים הבאים לניוזלטר האחרון שלנו לשנת 2018. במהלך השנה החולפת חווינו הרבה אירועים מעניינם מתחום המשפט ההומניטארי הבין-לאומי, לרבות פרסומו של דו"ח הוועד הבין-לאומי של הצלב האדום, על מפגש המומחים הבין-לאומי שעסק בעקרון המידתיות. דיונים כאלה חושפים הקשיים הקיימים בפירוש הנורמות הבסיסיות של המשפט ההומניטארי הבין-לאומי, ומדגישים את החשיבות של מעורבותם של בעלי העניין הרלוונטיים בדיונים אלה. אנו מקווים לראות מפגשים ופרסומים דומים נוספים בשנים הקרובות.

אירועים בישראל
1) תום גל בהרצאה על קבוצות חמושות מאורגנות: לאחרונה חווינו את כניסתם של שחקנים חדשים ומשמעותיים לזירת המשפט הבין-לאומי, ביניהם קבוצות חמושות מאורגנות. נוכח תפקידם המרכזי, בין אם בעימות מזוין או מחוצה לו, השפעתם על אוכלוסייה אזרחית, מסחר ועניינים פנימיים, יש לחדד את הגדרתן במסגרת המשפט הבין-לאומי ולדון בהשלכותיהן של הגדרות אלה. מרכז מינרבה לחקר שלטון החוק במצבי קיצון, בניין המדרגה, אוניברסיטת חיפה, 19 בדצמבר 2018.
2) הכשרה למשפטנים: המשפט ההומניטרי הבין-לאומי וישראל. הצלב האדום והאגודה מזמינים להכשרה מקיפה אודות המשפט ההומניטרי הבין-לאומי, המעניקה ידע מעמיק וכלים לניתוח תוך דיון מנקודות מבט מגוונות. בהכשרה יינתנו הרצאות על ידי המומחים המובילים בתחום – מהאקדמיה, משירות המדינה והצבא, מארגונים בין-לאומיים ומארגוני זכויות אדם – בשילוב עם דיונים, קריאה עצמית ותרגול. התוכנית תשלב בין ידע תיאורטי, ניתוחי מקרי מבחן מהעולם' והיכרות נרחבת עם סוגיות מהמציאות בישראל ובשטחים הכבושים. מועד תחילת ההכשרה 30 בדצמבר 2018.
3) אירוע סיכום השנה של הפורום למשפט בין-לאומי באוניברסיטה העברית, יתקיים ביום 30 בדצמבר 2018 באוניברסיטה העברית בירושלים

אירועים בעולם
1) Dubai 2018 Core Professional Training on Humanitarian Law and Policy: The course is designed for mid- and senior-level staff of the UN and other intergovernmental agencies, components of the Red Cross/Red Crescent movement, NGOs, and government agencies with direct or indirect experience of humanitarian action in situations of armed conflict. Others with relevant experience, including diplomats, military personnel, and journalists, are also encouraged to apply. Dubai, United Arab Emirates, 9-11 December 2018.
2) Dubai 2018 Thematic Workshop on Engagement with Armed Non-State Actors and International Law: This course follows directly on the Dubai 2018 Core Professional Training on Humanitarian Law and Policy on 9-11 December. We encourage participants to register for both, as the Workshop is designed to build on the Core Training. 12-13 December 2018.
3) Geneva Launch: Protecting Civilians — When is ‘Incidental Harm’ Excessive?: The panel at the meeting will consider the types of harm that fall within the scope of proportionality assessments, what constitutes ‘excessive’ harm and measures that belligerents can take to give effect to the rule on proportionality. Chatham House, Geneva, Switzerland, 14 December 2018.
4) International Conference for Young Researchers on International Humanitarian Law: The Russian-Armenian University (RAU) in cooperation with the Delegation of the International Committee of the Red Cross in Armenia (ICRC) announce the 11th International Conference for Young Researchers on International Humanitarian Law. Yerevan, Republic of Armenia, 13-15 December 2018.
